Three Kings Quarry
 
Management Plans and Regulatory Structure
 

Since the introduction of the Resource Management Act in 1991 the quarry has operated under the umbrella of this legislation. Auckland City Council (ACC) regulates land use activities while Auckland Regional Council (ARC) responsibilities include air and water quality. Both Councils recognise in their planning documents the importance of aggregates to maintaining growth and developing both the city's and the region's infrastructure.

ACC's District Plan zones the site as Business 7 and subject to a number of rules regarding land use, (for example, noise and vibration from operations) quarrying is a permitted activity on the Three Kings site.

Winstone Aggregates also holds resource consents issued by the ARC that authorise operations at Three Kings.

The relevant District Plan rules and copies of all permits and consents that apply to the site are contained in the Quarry Management Plan.
