Applications for resource consent to fill Three Kings Quarry were publicly notified in May 2009. In total, thirty-two submissions were received of which only seventeen were in opposition. We consider this result reflects the effectiveness of our consultation; a recent cleanfill application in rural Rodney attracted 211 submissions with 145 opposing.
As anticipated from the consultation feedback, most of the submissions relate to concerns about increased traffic, noise and dust. There were also several submissions seeking assurance that the ground-water below the quarry will remain of potable quality. Our scientific assessments have confirmed that there is no risk to human health or the environment.
Another issue raised by several submitters was pedestrian safety, particularly for school children. In a formal request for further information, Auckland City Council requested clarification on aspects of our proposal, including pedestrian safety. In response, Winstone Aggregates commissioned an additional pedestrian/traffic survey from our consultants, Traffic Design Group. They have advised that the additional traffic does not measurably increase the risk to pedestrians.
Auckland Regional Council has acknowledged that they have sufficient information to continue the Resource Management Act process although Auckland City Council has yet to confirm. Once confirmation is received, both Councils will advise a joint public-hearing date which we estimate will be set for early to mid-September. Providing the consents are granted, filling is anticipated to commence in March 2010 with the construction of a second site access. However, should the decisions made at the public hearing be appealed, it could be a further twelve months before we can start. |
